Rhode Island creates homeless bill of rights

In a reverse from what cities across the country are doing, Bloomberg is reporting that Rhode Island has enacted a bill of rights for homeless families which “prohibits governments, police, healthcare workers, landlords or employers from treating homeless people unfairly because of their housing status.” Is this the beginnings of a wave of change in managing the growing homeless population?
