Water fountains shut off from overcrowded homeless shelters
Tampa, Florida shelters are overcrowded with newly homeless families with more people ending up on the streets than under a roof. The use of public toilets and fountains is leading some city workers to shut off water fountains, in an effortt to turn away homeless. The unfortunate rise of homelessness here creates new challenges and also opportunities for societal change.
